    Edit: Caveat, so long as the purchaser is otherwise legally able to purchase ammo (ie they are of the appropriate age, etc).

    I'm pretty sure there is no law against MD state residents purchasing ammo from out of state. . . (yet).

    So far as I know Black Talon ammo has never been specifically banned in any jurisdiction. Its not armor piercing, and in fact, its not substantially different than many other types of "personal protection" type ammo.

    agree. when they first came out there was all kinds of talk that they would defeat bullet proof vests and such, and winchester is probably partly to blame with their advertising.
    the black talons were voluntarily pulled from the market by winchester and reintroduced without the black coating. i believe the new name was ranger xp or something like that.
    black talons still command a premium now because 1. no longer made and 2. ongoing beliefs they were banned or significantly better than everything else.
    of course, i could be wrong.....[:D]
