Can you ID this Old Shotgun Reloading Tool ?

This came in a box of old shotgun reloading things and I do not know what it does.

  used to pull your teeth YOWL[:I] sorry the devil made me do it I have no Idea and have a lot of old reloading equipment for Shot shells and rifle / Pistol cartridges. Some had the name NUT CRACKERS LOL if this one is not for one end of the body for teeth maybe it is for the other end as name inplies DOUBLE YOWL. [}:)]

  I have a remington very simiular used for removing berdan primers in old brass shells.also will work on paper one tks.hedhe[:D]

  Just a guess, but how about for locking the roll crimp over the top wad?

  Looks like a tool for resetting the teeth angle on a hand saw.
