It refers to a certain cartridge design.
In rimfire cartridges, the priming compound that ignites the gunpowder is located inside the rim of the cartridge case. To fire the round, the firing pin of the gun has to strike the rim of the cartridge (hence the term "rim fire").
This is in contrast to a "centerfire" cartridge that uses a separate primer that is inserted into (you guessed it) the center of the base of the cartridge.
The vast majority of modern rounds are centerfire rounds, including just about every military round.
In practice, there aren't many rimfire rounds in common use anymore.
You've basically got only the .22 long rifle, and a number of what are effectively variants on it (eg .22 short, .22 long, .22 magnum, .17 rimfire, etc).
