Why would an American made firearm have foreign proof marks?

  If it was imported back into the States after being originally sold in a foreign country that required proofing of firearms.

  Or pistols such as the Colt Junior were actually made by Astra and carried Spanish proofs.

  Every firearm supplied to the United Kingdom during WWII was stamped with "foreign proofs". Many an example stamped thusly was returned to the US after the war. Best, Joe
