Can you confirm if this is a Model 1 3rd issue and what would be an estimated value be?

There is no manufacturer or serial # on the piece.
Does this sound like a Smith & Wesson? Or, any other ideas of manufacturer?

Any idea of value?

  A "Baby Hammerless" is not a Smith & Wesson.
  Commonly referred to as the Kolb Baby Hammerless, there is a description at:

  'S&W 22 Short' may have been the way the cartridge was refered to then as it was originally developed for the S&W revolver.
  
  In this case, it would be listed to designate the caliber the pistol was chambered for.
