Thread-locking compound question

I keep seeing some kind of thread-locking compound that is pre-applied to machine screws for guns and machine tools. It comes on some sight screws. I've seen it in red and blue. I don't think that it is a Locktite product in that it doesn't seem to harden (ever) and appears to be re-useable. Can someone tell me what it is, and where I might purchase it?

  Locktite Blue-can be disassembled with hand tools.
  Locktite Red-must use heat and tools to disassemble.

  You can also use green Locktite on gun screws.

  That's exactly what it is.
  If you do a google search for "pre-applied thread lock" you'll find lots of information.
  Most of the applications for this are industrial where quantities of fasteners are large. You'll have to do some research to find a small quantity supplier, but there's probably someone out there.
