When do you pay for an NFA item?

Does someone generaly pay the tax and purchase price of the NFA item up front, or the tax first and purchase money upon reciept?

  You pay the money up front before any of the paperwork is initiated.

  Unless you are building something - SBR, SBS, AOW, etc. Then you pay the tax and get the paperwork back, then begin buying parts to assemble.
