Ship ammo to Cali?

I have a winning bid for an ammo auction. The buyer is in California. Can I send it to him UPS? I know the box has to marked and I have to notify UPS that it contains small arms ammo. I also require a signed statement from buyers saying item is legal where they are. Is that enough? Thanks much for any help!

  Also depends on the city and county. For example you cannot ship ammo to Sacramento (city).

  The City of Los Angeles (not the County of Los Angeles) restricts ammunition shipments to FFL holders only. While Burbank is a part Los Angeles Counrty, it is not an actual part of the City of Los Angeles and ammunition can be shipped directly, so long as the usual age restrictions are met.
