Does anyone know what the manufacture and/or model is?

  Typical Belgian solid frame "constabulary" type, a more or less copy of Webley RIC. Probably by an anonymous "cottage industry" maker. Top of the ELG in circle Liege proofmark is hidden in photo, but if there's a crown at top, made 1893-turn of century or later.

  Late 19th Century, Belgian made pocket revolver. Many different Belgian manufacturers made similar inexpensive, mediocre quality, personal protection revolvers during this time frame.
  
  All of the visible markings that I can see are Belgian proof marks, rather then manufacturers markings.
