Do some states require an FFL to ship an air rifle/pellet gun?

  Not to my knowledge.
  
  However, many cities/counties/states restrict these items. You can find most restrictions in ATF P5300.5. I think it's prudent to insist on shipping these items only if you have a photocopy of the recipient's drivers license before shipping.

  There does seem to be some problem in Kalifornia. It involves the need to be certain that you are of legal age. I tried to order a Gammo Whisper air rifle & was told they could not ship to Kalifornia because there is no way to be certain of your age. I then tried to order the rifle through the local Sportmart & pick it up there. The manager tried & still no go.

  No airguns, BB guns or airsoft guns can be shipped to addresses in Washington, DC.
  
  No airguns or BB guns can be shipped to addresses in New York City and its boroughs: Manhattan, Brooklyn, Bronx, Queens and Staten Island. The NYC zip codes affected are: 100xx-104xx, 111xx, 112xx-114xx, 116xx.
  
  Residents of Chicago, IL, cannot buy any airgun directly from us.
  
  Residents of IL cannot buy airguns from us that are 700 fps or higher or airguns that are over .18 caliber.
  
  Residents of New Jersey can buy BB guns and pellet guns from us through a designated local gun store after acquiring the appropriate firearm permit (airguns are considered firearms per NJ state law: Title 2C:39-1). Your local gun store must fax a copy of their FFL to Pyramyd Air in order for us to ship the gun you ordered.
