Is an IJ 1900 supposed to be DAO?

  No, the model 1900 has a seperate single action sear (located at the rear of the trigger guard. if it does not engage when the hammer is cocked the most common cause is a broken or missing single action sear spring. on the model 1900 this spring is a small v shaped leaf spring. they are not hard to replace but the use of a slave pin to hold everything in place is highly recommended.
