tikka 595 extraction issues

I have a Tikka 595 in .223. If I move the bolt rearward too slowly to extract a fired case, it will leave the case in the cartridge bay and not flip it out. It actually needs quite a bit of speed to accomplish flipping the case out.

Would this indicate a weak spring, or???

  My 595 223 is the same way. I thing they are made that way so you can just pick the brass out and lay it on the bench, and not hunt for it on the ground.
