PA. gun laws
Hey, I got an old army buddy in Pennsylvania that will be a first time handgun buyer. He lives near Scranton... Just wondering what kinda stuff does he have to do to legally possess a handgun in that bloc???

An NICS background check and form 4473 completion will allow him to purchase. The state preempted local laws years ago on carry, so one can obtain a permit to hunt with the handgun at any county treasurer's office, first obtaining a hunting license. A carry permit for protection is obtainable from the county sheriff's office. Pennsylvania is a shall-issue state. No carry or hunting permit is required if the handgun is kept only at home. Some of the larger cities (e.g. Pittsburgh and Philadelphia) have been trying to overturn the state preemption and have their own more stringent rules, but so far haven't been able to do so. 0 -
There's also a state police registration form... don't know the number or purpose, but had to complete one a couple of weeks ago.
I don't think its an "approval", per se, but must be completed at time of purchase.
And the Governor, "Fast Eddie" Rendell continually attempts to inflict greater restrictions - but hasn't succeeded thus far.0 -

In PA ALSO - you must have a valid PA Driver's License or a State issued photo ID card - state instacheck (PICS) operates through the DMV computer and needs the number on the ID to begin the check. 0 -
