Scope Gunsmith Question

Something I have never seen. Friend bought a Ruger 77 early round top gun. Bought the appropriate bases and rings (Leupold) and went to sight it in. This guy has been around guns and shooting and hunting for 30 years and is a machineist and not stupid. The scope is a Leupold Vari X II. He finds that he can not adjust the elevation of the scope up enough and that at maximum elevation he is still 3" low at 70 yards. Checking to see that the bases are correct for the model he decides to change scopes to eliminate that variable. He replaces the scope with another Leupold Vari X II from a Ruger flat top. When he puts this scope on he finds that this one was adjusted to maximum elevation as well. Two different guns, same issue. This scope shot 6" low at 70 yards. Assuming that the equipment is correct, why would two different rifles with two different scopes have the exact problem.
