FEG PA-63 in .32 cal C&R?

Here's a question that I know SOMEONE has the resources to answer: Is an FEG PA-63 (in .32) C&R eligible? Does anyone know the manufacture dates? Is there a serial number range to look for?
What do you think/know?

  the earliest PA 63 pistols date to 1963. This makes them less then 50 years old. Unless the PA 63 is on the BATF's C & R list. I don't see any way they can be considered as C & R qualified.
