polytech side folding pre-ban

I was wondering in my polytech folder pre ban what is metal piece that is connected to the trigger,it's not the disconector,it slides on the triggers right side and at the top of it there is a pinned swiveling,what looks like a small cup.The disconector is offset to the left of center to allow this installation,I've searched the internet and only saw one but it did'nt say what the part was.Someone told me it was a rate "reducer"

  Must be. The Norinco preban AKM sidefolder doesn't have it.
