PTR-91 question

Is the rifle supposed to come with a rear sight adjustment tool? They talk about one in the manual but mine did not come with one. Just trying to find out if I need to call the seller.

  I saw this rifle at a gun show. Prices run around $800 to $900 bucks. It is small but heavy. The write up on it in a gun magazine was good, but it pointed out that the cases are scored during ejection and not suitable for reloading. I don't reload just yet, but shooting a lot of .308 might change my mind.
