Winchester 670A Info Please

I have one with the 3 position safety, but the bolt does not lock when the safety is in the furthest rearward position as the model 70 does. Even though the 670a has a similar looking safety as the M70, was it not designed to have this bolt locking feature, or is there something amiss on mine ? The safety itself works just fine in the back two positions. Thanks
