Can anyone identify 25 caliber rimfire pistol

I would like to sell this on Gunbroker but there is no manufacturer noted on the pistol. Has a serial number 1201 and .25 then a rosette. No other markings. I need to know its age and maker.   It looks like a Flobert type gallery pistol to me.
  Perhaps in the 6 or 7mm class

  I agree with the previous poster, about it being a Flobert. Being it was a Flobert it only had a stylized eagle, (German), viewing proof. My WAG is that it would date from the 1890's, to no later then the very early 1900's. The French and Belgian Proof Marks of that era were different, so I don't believe it was made in either one of those countries. These three European countries were the most common source of this type of Flobert, "Parlor Pistol".
