revelation 22 sa ?

Friend brought me his revelation mdl 76, 22 cal revolver to see what I thought was wrong with it.1st problem it has been left in a leather holster for the last 15 yrs.I assume it is chrome plating,its starting to flake off the back strap but not bad,and the rest of the gun has a very cloudy look to the finish.
2nd problem; when cocking the gun about every 4th time the hammer will stop when pulled slightly back,you then have to turn the cylinder with your weak hand while working the hammer to get it to release.
What can I use to clean the finish on the gun,and should I attempt to repair the gun myself or let him take it to a smith. He bought this new in 1970,best shootin' revolver in the world.(OK)
On the barrel it sez western auto supply co. H.S. 160-00

    Most likely the revolver is a High Standard. They also made various models of their handguns for Sears, to sell as Store Brand guns. The plating would be Nickel rather then Chrome. Not much you can do for it, after being left in a holster for 15 years. You might try using one of the cleaners that come in a spray can to clean out and free up the innards. They were descent quality but inexpensive revolvers, might not pay to get a gunsmith to work on it, if the spray doesn't free it up.

    Yep-High Standard. Sounds as if you have a problem with the hand- bit that pushes on the star rachet on rear of cylinder. Not uncommon that they wear, get dinged, etc. Star rachet also gets worn. Try cleaning rear of cylinder and hand good (solvent, toothbrush) A smith can usually repair/replace if that does not cut it.
