Is a highwall with serial # 116199 too new to have a factory letter? Thanks

  Yes it is. The cut-off for a factory letter is serial number 109,999. That said, the serialization records run up to serial number 115308 (May 26th, 1914). Serial number 116199 was most likely manufactured in very early 1915. With additional information from you, I can authenticate the gun.
