Ithaca Model 51 short cycling

I have a Ithaca Model 51, 12 gauge Magnum featherlight in for repair that's short stroking even with 3" magnums. Everything looks clean, in order, and properly assembled. What way I be missing here?

  Gas port open ??

  check the bolt carrier rods for cracks. its the 2 thingys that travels and pushes the bolt back from the gas port area.
