  Those two are so close that in different cartridge/bullet combinations the only correct answer is: either.
  
  BTW, lists like that are worthless. Two identical powders (like H110 and W296) have to go on separate lines, even though they are the exact same powder. Any two adjacent powders listed might be a lot faster, a little faster - or exactly the same. No way to tell.

  It would also depend on some other factors of the interior bullistics such as pressure.

  Different cartridges make powders react differently, pressure wise. What you should know, the ww296 & H110 must be loaded very close to listed data supplied on the Hodgdon website. http://data.hodgdon.com/main_menu.asp IMR 4227 is not as sensitive to the pressure/powded charge.
