Yes, it is perfectly safe, just not a popular caliber.

Not an expert in any way, but I do have/had a 10/22 built just as you have stated yours is. I have shot thousands of rounds through it. I was so happy with the rifle it made my heart flutter. Much cheaper to shoot than the HMR and out to 125 yards a flat shooting gopher/p dog killing machine. That all changed last May in Montana.
HMR and Mach2 are very dirty ammo. I always carried a bore snake or two and ran one through every 200 rounds or so. No problems ever.
Than one evening I blew the back off the empty and bloodied my face and nose with flying brass. There are pages on this problem (I found out after) on the major rimfire site about the problem. I blame my problem on to many rounds during the day before a "real" cleaning of the rifle at night. Probably residue in the chamber.
I'm putting the blame on myself. Glad it was me and not my kids.
Thank God I wear glasses or who knows about my eyes. Gun is now a 22 again. Most barrel and kit makers have quit making these. Folks on the other site talk of blowouts every ten rounds or so. 1 was enough for me. I will stick with my bolt action Mach2's and HMR.
Just thought you should know.....be careful.

I have a 10-22Mag that I changed over to 22HMR with a barrel swap, spring change, and bolt weight; when you say you blew the back out the empty, what EXACTLY do you mean? Did you blow the rear of the receiver up, or just the rim/base of the case? Where did the flying brass shrapnel come from? Were you aiming, or just kinda sighting along the right side of the barrel?
I'd like to think that the 10-22 is a robust, over-engineered gun, but if a HMR can blow up the receiver......

It blew the rim out of the 17 mach2 brass as I was shooting at a sage rat. I have seen pics of blown up mags and damage to guns from "blowups" but it only blew the mag out of my rifle and onto the ground. The flying brass chunks flew all over and the report was VERY loud. Rifle has a scope and I am a righthanded shooter and the pieces still got me. This was a 22 lr 10-22 changed to mach2, not a 22mag to 17hmr.
