Might be a Colt New Army ca 1907.
But there was also a Colt Police Positive Special with that serial number in 1923.

It is going to take pictures or somebody who can spot the model by the patent dates.

An ad on another board says:
"The .32 WCF caliber marked revolver started at serial number 246ooo"

A military model has walnut grips and is .38 Government (Long Colt) only. Commercial models were available in other calibers such as .32 WCF (.32-20) and .41 Long Colt and had checkered hard rubber grips.

The information you have provided as far as the patent markings on the barrel and serial number are concerned, point to the revolver being a New Army and Navy Model, as HC has suggested.

The only thing out of the ordinary is the caliber, 32 W.C.F better known as .32-20. This caliber is not listed in "Flayderman Guide" as being made for the NA & N model. Being it's a very late production model, ( S.N. 281,4xx of 291,000 total). Before Colt brought out it's Army Special successor. It's possible very small numbers of the NA & N were chambered for the .32-20? If so it would make it more valuable to collectors.

The key to this Colt's identity are the double cylinder lock cylinder notches.
It is a '92 New Army and Navy Model and was made in 32-20,38S&W,38Colt & 41 Colt.
Grips were optionally, smooth hard wood or standard checkered hard rubber.
The USN Martial model is more valuable.
