if everything else is equal should a bolt action rifle with a short barrel(16.5")be as accurate as one with a 22" or 24" barrel?

Yes. Sight radius only counts when iron sights are used, so if a scope is on there, they should shoot both as accurate as the other. Slight velocity advantage with the longer barrels, so point of impact will be different too; but accuracy is not so much a function of velocity in this case as it is a matter of optics. 0 -
If everything else is equal, Yes, the short barreled rifle could be as accurate as the longer barreled rifle. Other things effect accuracy, like the load itself, when it comes to shortening barrels, and finding a load that will burn efficiently in that length barrel.
Just so you know, I have a semi-auto with a 16" barrel, that will hold 1/2 MOA with the right loads. It will outshoot most common boltguns out of the box, and it, itself is a factory made rifle.

In theory, if built properly and tuned, a shorter barrel should be MORE accurate than a longer one, because the shorter barrel will be stiffer.
It will also offer lesser barrel dwell time, though this isn't really a significant factor unless you're shooting super slow (ie subsonic) rounds.
In practice barrel length has very little to do with accuracy. To the extent that the barrel is a factor, barrel QUALITY is everything.0
