Case vs: chamber dimensions

Depends on the chamber. Depends on the brass.

Military chambers are usually cut a bit more generously. For instance, in my 1903 Springfield, I shoot oversized cast bullets on occasion. A .313" bullet with brass expanded to take the same chambers without issue and still provides about 1/1000" for case expansion and bullet release. So that's about .006" over factory 06 case external dimensions.

OTOH many match guns have very tight chambers, and require neck turning of brass to allow proper bullet release even with spec .308 bullets, meaning they are cut pretty much exactly to case specs.

Factory guns will usually be somewhere in between.

Depends if the case is new, or has been fired in the chamber. If the case is new, it will be within SAAMI spec for a new case. If it has been fired, it will closely match the chamber dimensions...until resized.
