The Form 1508 above is the only USPS form I know of, and it is ONLY for a DEALER or MANUFACTURER to mail a handgun. Is that what you were looking for?

Thanks John, that's the one I found, but you can't fill in the fields like you could with the other one. I did print this one out and filled it in by hand, but it was nice to be able to type everything in and just print it out.

Oh, ok now I understand. I have done all my Form 4's off that site. Hopefully they will be back up soon [:)]

The ATF does have all the NFA forms on PDF so you can fill them out and print them.

Most every post office has a form 1508, if not just tell them what your after and they'll have it next day. I learned how to use the post office to ship guns from this forum 2 years ago or so. I live in a small town, once I found out about the form and process I talked to the postmaster. We sort of educated each other, and I've been happy ever since. The cost with insurance may run a bit higher than UPS, but they don't screw me around and have provided good service.
Just 2 weeks ago I made a mistake and shipped the wrong rifle to a buyers FFL. Shipped it on a friday, didn't figure it out until the following monday. I called the FFL and explained, told him not to accept it, and I would send the proper rifle. The wrong rifle was returned without charge, and the customer has his rifle and is happy.
I mail all of my long guns registered mail, return receipt, form 1508 is only one axtra form to fill out. Once you figure out the process it takes only 3 small forms and 15 minutes at the most to mail a rifle or shotgun.
I've had great service from USPS. Living out in the country like I do, it's a 40 mile round trip to find a UPS store. I've heard way to many horror stories about UPS insurance claims. I've had UPS people tell me when I tried to insure a $2,500 Winchester shotgun that they "don't ship guns". For a small operator like myself who ships maybe one gun a week, the post office is the way to go.

    Item in blue, above:
I pulled a 1508 and re-read it. Nowhere does it say 'handguns'. It says 'firearms'. So, my old noodle started thinkin'..

Are dealers required to submit a completed 1508 for long guns? the language on the form doesn't specify what classification (type) of firearm. Can someone cite me the USPS regulation that implies just what, and when the 1508 needs to accompany a shipment?

My take, after re-reading the actual form, is that if you are a dealer, (again, the operative word is dealer) the 1508 is necessary for any classification of firearm. Any input, fellas? Thanks, Joe

You have to look further into the postal regs... they only consider guns to be "firearms" if they are readily concealable... strange but true...

    Joe,
I'm not a dealer, I don't have an FFL. Handguns need to be sent FFL to FFL. When I sell a handgun I take it to my FFL dealer and he ships it FEDEX air. Cost me $20 for the transfer and $20 for shipping.
I have no idea if the form 1508 applys to all fire arms, or just long guns. As has been pointed out, I think the post office feels a gun is a gun. I'll ask my postmaster tomorrow and post the answer.

Not according to Federal law. Any gun shipped INTERSTATE only needs to go TO an FFL not from. There are some states that require guns come from an FFL.

USPS requires handguns to be shipped by Dealers/Makers only, not just any FFL.

Nwcid: Good to know. Now, can you direct me to the appropriate section in the regs? It seems that if someone relys solely on the language that's printed on the 1508, it says 'firearms', not 'handguns'. Is this a non-issue for dealers shipping long guns via USPS? Thanks, Joe

It is in the firearms and ammo shipping sticky above, http://forums.gunbroker.com/topic.asp?TOPIC_ID=432303

There are some C&P and direct links for the full info. If I have made any errors or can make it better please let me know.

Givette- from the USPS Domestic Mail Manual:

    12.1.5 Manufacturers and Dealers
Handguns may also be mailed between licensed manufacturers of firearms and licensed dealers of firearms in customary trade shipments, or for repairing or replacing parts.

12.1.6 Certificate of Manufacturers and Dealers
A licensed manufacturer or dealer need not file the affidavit under 12.1.4, but must file with the postmaster a statement on Form 1508 signed by the mailer that he or she is a licensed manufacturer or dealer of firearms, that the parcels containing handguns (or major component parts thereof) are customary trade shipments or contain such articles for repairing or replacing parts, and that to the best of his or her knowledge or belief the addressees are licensed manufacturers or dealers of firearms.
