    The only thing readymade for the job that I know of is the Bullet Test Tube:

    Is $85 too much for a science project?

    The traditional test medium is ballistic gelatin. I have read of adaptations using grocery store Jello. Some www searching ought to find information.

    40 years ago I helped my father give the hunter safety courses in our area. We would shoot into blocks of wood and bars of soap with different calibers to put on display for people to see what they were capable of.

    A cheap way to perform a test is several soaking wet phone books in a row.
    I don't think it is realistic but can give you a good idea of different loads and penetration without spending a lot of money.

    Try site www.corbins.com then do search on sem-test ballistic medium.
    Unsure of what aspect of penetration you wish to test. Ballistic medium tests bullet performance on simulated living tissue. Other penetration test medium is relative to bullet design.

    Thanks for the ideas. We will check some of them out and see what is practical. I may try to steer him into some other area of ballistics for a .308 rifle.

    pine boards have also been used for this sort of test.

    You might check youtube, seems like I remember some clips on there about making homemade ballistics gel. Not sure if any would work for what he wants but then again they might.

    If he decided to go with a lesser round like .22. It would be easier all around to prove.
