I found this online but can't vouch for its accuracy.
There are no choke identification marks on the Stevens Model 311 Series shotguns.

The standard chokes were set by the barrel length:
    12 Ga. - 24" & 26" = IC/M
    12 Ga. - 28" & 30" = M/F
    20 Ga. - 24" & 26" = IC/M
    20 Ga. - 28" = M/F
    16 Ga. - 26" = IC/M
    16 Ga. - 28" = M/F
    .410 - 26" = F/F

Probably not much help but the common choking combinations are mod/full with 28" barrels and IC/mod with 26" barrels. On the Savage/Fox doubles I used, choking is a relative thing. The first Fox Mod B I had was supposed to be IC/mod but I really couldn't see much difference in the patterns. The one I have now is a special run w/24" IC/mod and it's closer to skeet/IM by actual patterning.

I had a 20GA 311 28" barrel choked IC/Mod. Best bet is to take the barrels to a shop and have them use a choke gauge on them. Or you can buy a gauge yourelf from brownells. They aren't that expensive.

Don't be fooled by chokes gauges. They are a waste of money and not anywhere near accurate. Choke bydefinition is the constriction at the muzzle , relative to the bore diameter. They only way to really know a choke measurement is the measure both the bore and muzzle. They only way to really know is to pattern it. Even today's guns do not always pattern what they indicate the chokes to be

    +!
the only way to know is to pattern the gun ! I have so called mod chokes on some guns that throw a fuller pattern than others with 'full' chokes. Also depends on the loads used.

I am going goose hunting on Thanksgiving and I know old guns aren't made for steel shot. I was told using modified was Okay. I also don't plan on using it again for steel-shot. Will it hurt the barrel this one time?

You stand a 50/50 chance of a bulge.

Can a stevens 311 20g shoot 3 inch shells? It has a 3 inch chamber.

Yes it will handle any factory loaded 3" ammo. I put a bulge in an older shotgun barrel with one shot of steel when it first hit the market. That ammo was much different than today's ammo but I would look at one of the alternatives=bismuth or matrix thats easier on the barrel. At the very least, go with one of the more conservative loads.
