Singlepoint
I have been looking around for the instructions on how to use this scope ring alignment tool. The the tool is marked Singlepoint, stamped on the side 6390 and says made in Great Britain. There are what looks like standard scope adjustment dials, there is a lens on one end and a glass bubble on the rear with an orange indicator in it.

It was one of the first "red dot" type sights. Believe Weaver sold them, maybe mid 70's/80's? time frame. Don't recall exactly, although I mounted one on a 10/22.
As I recall it worked off ambient light, didn't have any sort of a battery or powder source. The light that came in from the glass bubble illuminated the orange reticle causing it to form a aerial image as a aiming point. Because of this it was only effective as long as the their was fairly bright sunlight.
When Tasco brought out their first inexpensive battery operated red dots, they blew them out of the water. Nowadays I wouldn't even waste your time messing with it, there are so many better various red dot types out there, screwing with a Singlepoint is a exercise in futility.0
