It was made in Cincinnati, OH in the 1860 approximately.

It appears to be a 1st Model Frank Wesson tip-up rifle. As you state that it's marked Cincinnati, is it also marked "B. Kittredge & Co."? Are there any other markings on it? What is the barrel length?

I agree with Spider as far as it being a Frank Wesson, Two Trigger Rifle. As far as it's connection to Cincinnati is concerned one of Wesson's primary sales agents during the Civil War was Kittridge & Co. of Cincinnati Ohio. Kittridge marked the Wesson rifles they sold to the states for arming the state militia units, "B. Kittredge & Co./Cincinnati, O."
Unfortunately because of it's present condition and missing parts it's collectors value would be diminished.0 -

Even with missing parts and apparent buffing, it's a relatively scarce military carbine, manufactured between 1859 & 1864. Kittredge, a large sporting goods and firearms dealer in Cincinatti, supplied Wesson carbines to Indiana, Kentucky, Kansas and Missouri and often added their store brand name to firearms. However, your carbine was actually manufactured by Frank Wesson of Worcester, Mass.0
