Can Handgun Ammunition be shipped to LA?

I have researched this on the internet with mixed results. Can handgun ammuntion be shipped to a Los Angeles (Harbor City) mailing address? I have read websites stating that there is a ban however it applies to LA City and not LA County. Anyone have any clarification?

  I am an FFL dealer here in CA and Harbor City is one of numerous small districts that compose the City Of Los Angeles and any ammunition shipping ban to the City of Los Angeles would apply. Ammo shipping into LA County is a very complicated issue because many of these cities inside LA County are also part of the City of Los Angeles (banned) while others (like Harbor City neighbor Palos Verdes) are not.
