Malfunctioning double barrel

I have a 1970 vintage Richland Arms 12 gauge which I was using for Cowboy Action shooting. In the last match I shot, I notice it didn't always fore when I pressed the trigger, misconcerting in a match to say the least. Anybody know a gunsmith who will work on inexpensive (Spanish) double-barrel? I'd also like to have the barrel shortened & have a bigger dot front sight installed.

  Spanish doubles are pretty common. Where are you located.
