If the buyer has a C & R license you can sell and ship C & R items directly to him. This is according to federal law and applies in most states. Some states with very restrictive gun laws may not allow this type transfer.

A C&R IS a FFL. A dealer has an 01 FFL, a pawnbroker an 02 FFL, and a collector has an 03 FFL. It covers firearms that are on a list published by the BATFE, and it covers 50 yr old firearms in original configuration. So if you have a rifle that is over 50 years old, you can ship it directly to a C&R holder. It does NOT cover new (less than 50 yr old) guns unless they are are on the published list.
