Be warned! Some states and localities like New York, California, New Jersey, Washington DC and others do not recognize C&R licenses for handguns and they must be shipped to an FFL dealer. As a C&R licensee, it is your responsibility to obey state and local laws or face the penalties.

I'm not 100% sure. Massachusetts has very tough handgun laws. Some C&R holders try to get around state laws but you could lose your FFL and be fined if you violate state laws. I suggest you contact an FFL dealer in Mass. for clarification.

This may help as I see this frequently on dealers' websites:

We cannot ship C&R Handguns directly to residents of to CA, CT, DC, MA, MD, NJ, & NY; they MUST ship to a regular FFL Dealer. We cannot ship C&R Long Guns (Rifles/Shotguns) to residents of CA, DC, MA, & NJ or NYC area; they MUST ship to a regular FFL Dealer.

My understanding is that it is legal for MA C&R holders to receive pistols from out of state. (Selling them once in state, is another matter).

BUT I'd imagine they'd also have to have the State LTC card to legally possess them (in this case, any of the variations would work for a simple revolver. . .things could be different for a high-cap pistol).

If you have questions about this, GOAL (which is the MA gun advocacy group) could be helpful.

Here is a link to their website, and a taste of the utter insanity that is the current State of gun law in the Commonwealth of MA:

Edit: Responding to below. I stand by what I wrote above, earlier.

Just because certain dealers won't sell certain guns to MA, that doesn't mean its necessarily illegal to do so. The rules in MA differ between what a DEALER can sell and what an INDIVIDUAL can sell.

In MA, not only are there laws, but there are MA State Attourney General "pseudolaws" that also affect DEALER (not individual) sales. In my opinion (and this isn't a flippant observation) some of these rules are DELIBERATELY ambiguous to prevent as many transfers of guns and ammunition as possible. In addition, the previous attourney general was aggressive in chasing certain kinds of out of state sales deliberately to exert a chilling effect on ammo and gun sales. It worked, and as a result many state dealers are "gun-shy" and refuse to engage in certain sorts of transactions that probably are actually legal.

Thanks for checking in, Beantown. Like NY State, Mass laws are as clear as mud. I would just send it to an FFL dealer to play it safe and avoid the possible hassle. JMO.

The above restrictions are not entirely accurate regarding CA and that would cause me to question the entire list. It is legal to ship C & R long guns to a CA resident with a C & R FFL. In addition to not finding a CA prohibition, I've had a C & R FFL for about 15 years and routinely receive eligible long guns. Unfortunately some sellers substitute their preference (fine by me, their business their decision) for law.

My suggestion would be to check MA law directly or through GOAL.

C&R rifles and shotguns can only be shipped to California C&R FFL holders if they are over fifty years old. (The firearms, not the licensee.)[:D]
