Garand cartouche

In looking over my HRA Garand this evening, I noticed the remnants of a cartouche consisting of a square outline with 3 stars over a spread eagle. I seem to remember seeing this somewhere else but darned if I can remember where or what it signifies (my memory is what I use to forget with!). Any help?

  Its a Department of Defense Acceptance stamp.
