    I'd suggest you
    a. Find out what your local laws actually say about this, then
    b. Obey them, and
    c. regardless of what the law is, store your stuff safely for your own benefit.

    Some jurisdictions have NO specific requirements for storage of these things. Many of the ones that do only kick in after a certain quantity is present (ie 'X" lbs of black powder, "Y" thousand primers, or whatever).

    If YOUR jurisdiction requires special safe storage for a certain quantity of reloading supplies, then either do so or reduce your supplies so that you legally don't have to.

    Now, it certainly can't hurt to store your supplies in a BATFE approved container, but that may not be either necessary or sufficient, again depending or where you are.

    Define "Bulk" and "Large quantities"
    Are you talking semi loads or just a few 50cal ammo cans worth?

    The biggest concern I'd have is the storage of your BP (and again, volume matters). Are you talking about a couple 1lb cans or a couple hundred 8lb jugs?
