Hi, can a person reload these? Can not see how but was just checking.

  "Can" covers a lot of territory.
  Can you reload a rim fire? Technically yes, practically no.
  The only time it becomes remotely practical is if you have a firearm for which loaded ammo is not available, at anywhere close to a reasonable price (IE more than $10/round)
