Shipping FFL vs C&R question
I have a C&R license. Can I receive a handgun that is on the Curio and Relics list through the USPS mail from a non-FFL person (private party) without being in violation of any BATF laws? How about receiving a listed C&R pistol through the USPS mail from another FFL holder? One of the auction houses told me they ship Fed EX which added $75 for shipping and insurance for this old pistol after taking their 15%.

short answer....no.........a 03 ffl is not a 'dealer' license, no usps shipment (in or out) of 'handguns'. 0 -
Handguns can only be shipped by and to an FFL dealer through USPS. Non-licensees must use UPS or FedEx. Also, your profile doesn't say what state you're in. Some states, like New York, do not recognize C&R licenses for handguns and must go through an FFL dealer. Be sure you know your state laws. 0 -
Only licensed dealer and manufacturers can use the US mails for shipping handguns. That has been a postal regulation since 1949. A C&R FFL does not allow you to engage in any sort of firearms business so you are automatically excluded from mailing or receiving handguns through the USPS. FedEx or UPS air shipping (at considerable cost) is your only choice unless you can find an FFL dealer who will receive the pistol for you for a modest fee and then transfer it directly to you using your C&R. Most handguns ship through the mail for under $20 and if the dealer changed you $20 to receive it you'd still be money ahead over the $75 FedEx charge. 0
