Safety issues with Model 70 Winchester

Obtained a post 64 Model 70. When the firearm is cocked and the safety off, you cannot place the weapon on safe. The lever will not move. Once fired and then cocked the safety still will not go on.

Anyone have an idea how I can fix this thing.

  Some Black smith has been working[V][:(!] on the trigger Pull. If You know the seller I would suggest he pay to have Rifle repaired . I suspect he ground down the part that holds the firing pin to the rear. When you cock the rifle so now the camming part of the safety Jams on the edge.
