Because federal law prohibits the importation of frames, receivers, or barrels of firearms not determined to be for sporting purposes.

See ATFE Open Letter to Federally Licensed Firearms Importers..., date July 13, 2005.

Note that this was implemented during the presidency of the brilliant George W. Bush.

EDIT: Most federal laws do not have a termination date; however, the Director of ATFE has the authority to determine whether or not a particular firearm is intended for "sporting purposes". You cannot assemble in the US a copy of a firearm that cannot be imported unless it has the required number of US-made parts.

Does this have an termination date?

Nope. Just american made, so its not an import. 922r rules still apply, barrels have been on that list for a LONG time. However, recently the BATFE decided to not allow barrel imports (just like receiver imports).

An American made AK is a sporting arm but the foreign made example of the same type is not and has been non importable since the Bush Ban back in 1989. It has illegal to import barrels for non sporting long guns since 1995, just has it has been illegal to import barrels for non sporting handguns since 1968.

In July, 2005 the BATFE suspended the importation of barrels for rifles which which would be non importable into the United States: AK barrels for example. It is against the law to assemble from imported parts any firearm which would not be allowed importation into the United States. This means that you cannot import (for example) a knocked-down semi automatic AK and assemble it in this country; you need to add enough American made parts to make it compliant. Five years ago the BATFE ruled that the importation of rifle barrels for firearms which were declared non importable in the 1989 Bush Ban (such as AKs) were no longer eligible for importation, and this included use as replacement barrels for existing firearms. Since that time imported barrel prices have risen steadily.
