    Slug. If they are available in .28 ga. I think a 28 ga shotgun is too light for deer hunting.

    Its my daughters only shotgun at the moment. I am looking for a 20 gauge 1100 with a rifled barrel

    I don't think you will find anything bigger than #5 bird shot for that
    28 gage. Some people do cast their own and handload. Don't waste the time or money, get the 20 gage for her. Bob

    At one time slugs were available for the 28. I have seen them in paper shells but not in plastic. 20 gage is probably your best option if it fits your budget.

    my kids have killed many deer with 410 slugs, I'm sure the 28ga will do the job if you can find the slugs, and keep the shots in the 50-75 yard range.
