It appears to be a long delay aerial bomb tail fuze. I can't really see the pictures that well, but do you notice what may be gearing for a clock mechanism?

These would have been used for runway denial.

P3, what does the term runway denial mean? I have never heard that term.

When you want to take out a runway, in addition to instantanious bomb blast, you seed it with delayed bombs set to go off at various times.

This hazards the repair crews as you might guess. They never know if it's a dud, or a delayed weapon just about to go off. If you wipe out a crew or two, even better. The goal is to keep the runway out of commission and use by an enemy hence "runway denial".

Someone at cartridgecollectors.org could probably help.
