Could you help me identify this tool?

I have a few parts and tools from a gunsmith estate that I need help to identify so I can post them correctly and get them to the person that needs them. Your knowledge and help here is always appreciated. Denise

    You can buy a brand new example from several sources for $25 or less.

    Denise, yes people who want to shoot blanks from their M-60's have to use them. The guns will not cycle without the adaptor.
