Winchester 70

I would like some Winchester 70 experts to give me some advice on this 1954 .270. Stock has the correct metal Winchester butt plate.
Bolt is jeweled. It has a matte like finish on the barrel and receiver. Do you think these were special orders or added by a gunsmith? It is not a Super Grade.

  I traded for an older model 70 and want to know if it is "pre 64". How do you tell the difference? serial #713xxx. 30-06. The man I got it from said he bought it in 1965.
