Now why would you want to put one barrel inside another? I think you wanted to ask if a stainless steel barrel can be installed in a blued receiver. The answer is Yes. 0 -

no problem. Remington has been doing it for years (40X and some magnums). I imagine others have too, plus a lot of custom guns. 0 -
Winchester's Model 70 Coyote is an example, as is several Cooper models. so, yes...you can use a blued action, and SS barrel, or a SS action, and Blued barrel.
