Does the hammer need to be cocked and safety on to remove the firing assembly?

  I dont think the safety position matters. Yes it needs to be cocked.

  The hammer needs to be cocked. The position of he safety is irrelevant, although Uncle Sam says that the safety should be in the ON position when removing the trigger group from the M14 rifle.
