Sure looks like a Parker "underlifter" to me.
The insert is probably someone elses doing.

Thanks XXCross... any idea on value?

I agree, looks like an authentic Parker Under Lifter, I would say the insert has hurt the value quite a bit. An original high condition Under Lifter should fetch 5 thousand or more. I'd guess around $750 give or take on yours.

Can't I just remove the insert and restore the value?

I would suggest it would be best to remove the insert, however that will do little to change the value. Early Parkers are not in high demand even in sound condition. The high value guns came later.
Clean it up and hang it on the wall.

Go to http://www.parkerguns.org/ for info and manufacture date by serial number.

They also have a forum where you can post questions and photos. (You should ask them about the insert before trying to remove it. It has its own extractor, and may be a known accessory?)

That's a good point hrf... thanks! I've applied for registration on that site, as well.
