Winchester model 70- Custom?

I have a model 70 in 7mm. On the left side of the barrel it is marked "Custom Built by Ricky A. Wilson". Does that indicate that the rifle came from the Winchester Custom Shop? Or does it mean anything?

  It means Rick Wilson had the gun built, but doubtfully by Winchester.

  Or....it could mean the the rifle was built by Ricky A. Wilson, as it says. But definately not Winchester. They would never allow any of their smiths to stamp their work.

  well I will just list it on the auction side as a model 70, but may show a picture of the engraved text, and if it means more to anyone they can jump on it.

  that is the gunsmith's name who barreled the rifle. To determine how much receiver work was done would require some extensive and time consuming pics.
  
  Is it bedded in the stock?
  
  Lugs lapped?
  
  Boltface squared?
  
  etc
